Short answer: programmatic SEO fails when templates create URLs faster than the site can give each URL a reason to exist.
The page-purpose gate
Before a template can produce a page, define the user question it answers, the data that makes this answer unique and the page that owns the broader topic. If changing the city, feature or category leaves the article meaningfully unchanged, the page is probably too thin to index.
Validate the four signals
Every generated page needs a unique answer, a verifiable source or dataset, contextual internal links and a canonical decision. A template is a delivery system, not evidence. Do not use it to disguise a list of near-duplicates as a resource library.
Measure the cohort, not one lucky URL
Track indexed pages, impressions, query diversity and clicks by template cohort. When a cohort fails, fix the page purpose or reduce the indexable surface before creating more URLs. The Search Console and GA4 workflow provides the feedback loop.
